revision of guidelines regarding consultative committees

The Union Cabinet today gave its approval for the revision of guidelines on constitution, functions and procedures of Consultative Committees.

The following points would be incorporated in the revised Guidelines :-

(i)Of a total of 6 meetings of the Consultative Committees in a year, it shall be mandatory to hold 4 meetings. Of these, 3 meetings shall be held during inter-session periods. One other meeting may be held during the session or inter-session period, according to the convenience of the Chairman of the Committee. One meeting of the Committee in a year could be held outside Delhi during inter-session period;

(ii) The strength of a Consultative Committee shall be a minimum of 10 members and maximum of 30 members (at present, maximum membership is 40). A maximum number of 5 Permanent Special Invitees may be allowed on each Consultative Committee (at present, a maximum of 4 Permanent Special Invitees are allowed on each Committee);

(iii) No Sub-Committees of a Consultative Committee shall be constituted; and

(iv) A minimum of two weeks notice should be given to the Members when a meeting is held during the inter-session period. The agenda papers should be supplied to the Members at least 3 days in advance.

Updating the guidelines after including various decisions taken and conventions evolved since framing of earlier guidelines in 1969 will give better result in functioning of the Consultative Committees.
