The Union Home Minister, Shri Shivraj Patil has asked his Ministry and the Planning Commission Deputy Chairman, Shri Montek Singh Ahluwalia to come up with a perspective plan for the police and integrate planning with police functions. He said this while speaking on the occasion of Dr. A. Gupta Memorial lecture on the Foundation Day of Bureau of Police Research & Development (BPR&D) in New Delhi today. Shri Patil emphasized that without proper planning, the police force of the country is unlikely to meet the challenges that they are going to face in the near future. Shri Patil also pointed out the inherent interdependence of development and peace in the society. The Union Home Minister also drew attention to the fact that the Police Act of 1861 needs to be thoroughly revised. He hoped that the new comprehensive law that is in final stages of preparation will stand the test of time and help the police meet the modern challenges.

In his Dr. A. Gupta Memorial lecture Planning Commission Deputy Chairman, Shri Montek Singh Ahluwalia pointed out that economists now realize that for fast and sustainable economic development “soft infrastructure development” is essential, which is just another term for a safe and peaceful society. He also referred to Prime Minister’s call for having a perspective plan for police, and assured that Planning Commission along with the Home Ministry will soon look into the matter.

Shri Patil later gave away Police Medals to four officers of BPR&D. Union Home Secretary, Shri V S Duggal and Director General of BPR&D, Shri N C Joshi were also present on the occasion.
