The Central Bureau of Investigation has found that the question
paper of All India Post Graduate Medical Entrance Examination-2002
(AIPGMEE) was leaked after pilferring it from the Centennial
Inter College, Gopalganj, Lucknow which was one of the examination
centres. It also found that many of the successful candidates
in the said examination including top rank holders benefitted
from the leaked question paper.
After completion of investigation, CBI laid a chargesheet
against Dr.Dhirender Singh, Jainender Kumar Shahi, Sunit Singh
@ Baboo, B.D. Mishra, K.C. Bhargava, Dr.K.K. Singh, Dr. Raj
Kumar Chaudhary, Dr.Avinash Gahlot, Dr.Mayank Shukla, Dr.Ravinder
Kumar Umrao, Dr.Sunil Kumar, Dr.Birendra Singh, Dr.(Mrs) Santosh
Singh, Dr. Nar Singh, Dr. Raj Kumar, Dr.Shyam Singh and Dr.Ajit
Singh, under sections 120-B, 457, 380, 411 IPC in the court
of Special Judicial Magistrate, Lucknow, on Monday last. CBI
investigation revealed that Shyam Singh's son Sunit Singh
@ Babloo, Dr. Dhirender Singh, an MBBS student at GSVM Medical
College, Kanpur and Sh.Jainender Kumar Shahi along with others
hatched a conspiracy to leak the question paper in order to
sell it to prospective candidates for hefty amount of sum.
The chargesheet alleges that Dr.Dhirender Singh was the master
mind who wanted to give benefit to his elder brother Dr. Birender
Singh and his sister-in-law Dr.(Mrs.) Santosh Singh who were
also candidates in the examination. Both Dr. Birender Singh
and Dr.(Mrs.) Santosh Singh were unsuccessful in the previous
PG Entrance Examinations and hence, were desperate to clear
that year's examination.
Sometime in the month of December,2001, Sunit Singh procured
the key to the office of the Principal, Centennial Inter College.
A duplicate key was got prepared by Sunit Singh and Jainender
Kumar Shahi from a locksmith. By using the duplicate key,
the question paper was taken out and photocopied. The accused
persons had contacted candidates of this examination and mediators
including Bhardwaj Mishra, Krishna Chandra Bhargava, Dr.K.K.
Singh and Dr.Raj Kumar Chaudhary prior to leaking of the question
paper.
The examination was conducted on 6/1/2002. However, late
in the evening of 4/1/2002, Dr.Dhirender Singh brought a Marshal
Jeep from his friend Dr.Manoj Kumar Singh. Sunit Singh, Jainender
Kumar Shahi and Dr.Dhirender Singh were already keeping watch
on the arrival of the box containing the question paper at
Centennial Inter College. They opened the Principal's Chamber
by using the duplicate key. They had brought along with them
a locksmith. However, they were unable to open the lock of
the box containing the question booklets. Therefore, they
carried the box to the rented room of one Vinay Pratap Singh
who was a friend of Jainender Kumar Shahi. The lock was opened
with the help of another locksmith and the question booklet
was carefully extracted from the sealed envelopes from inside
the box. Subsequently, the question paper was photocopied
and it was leaked to several candidates in Lucknow as well
as in Delhi and other places. CBI found that the pilferred
question paper was leaked to several candidates including
Dr.Avinash Gahlot, Dr.Mayank Shukla, Dr. Ravindra Kumar Umrao,
Dr.Sunil Kumar, Dr.Birender Singh, Dr.(Mrs.) Santosh Singh,
Dr. Nar Singh, Dr. Raj Kumar and Dr.Shyam Singh.
The case was registered by CBI in compliance with the orders
of the Delhi High Court, dated 6.6.2002. AIPGMEE-2002 for
admission to MD/MS/MDS courses against 25% All India Quota
in the Medical Colleges of the country was scheduled to be
conducted by All India Post Graduate Medical Sciences (AIIMS),
New Delhi on 6/1/2002 at 61 centres in 15 cities of India.
An anonymous letter dated 31/12/2001 was received in AIIMS
on 1.1.2002 enclosing therewith an advertisement published
in a leading newspaper dated 29.12.2001 in the name of Shiksha
Consultants Pvt. Ltd. for "Confirm Admission" in
MD/MS. The informer mentioned that he was asked to arrange
Rs.10 lakh and was given assurance of the question paper of
AIPGMEE-2002 would be given to him on the night before to
the examination. On receipt of this information, the then
Deputy Director (Admn) -cum CVO, AIIMS New Delhi, informed
the Delhi Police.
The Delhi Police on 4.1.2002 carried out a raid at the premises
of M/S Shiksha Consultants, the office of one Pawan Thakur
and recovered several post dated cheques amounting to Rs.1.60
crores, photocopies of admit cards of some candidates of AIPGMEE-2002,
carbon copies of the agreements made by Pawan Thakur with
candidats/gurdians of the candidates, blank proformas on stamp
papers, plain paper for executing agreements etc. The Delhi
Police also arrested Pawan Thakur and three others namely,
Shreekant, Mukesh and Nikesh on 4.1.2002.
The results of AIPGMEE-2002 was declared on 15.02.2002 and
the results from the Lucknow centre were extremely good. Some
candidates filed Writ Petitions in the High Court of Delhi
seeking cancellation of the results alleging that there had
been widespread leakage of question paper and that many of
the mediocre students bagged top ranks in this examination
because of leakage. In the meanwhile, after completing investigation,
Delhi Police filed a chargesheet against Pawan Thakur, Shreekant,
Mukesh and Nikesh for hatching conspiracy to induce several
candidates to part with post-dated cheques as advance payments
against the promise of providing solved question papers of
this examination. However, the Delhi Police could not detect
the leakage of question paper. This chargesheet is pending
trial in the court of M.M. Delhi.
