Dr. Raghuvansh Prasad Singh, Minister of Rural Development, has approved the formation of District Vigilance & Monitoring Committees. These Committees will be headed by the respective Member of Parliament (MP) as the Chairman, and the concerned District Magistrate (DM) will be Member Secretary. It is expected that this Committee will exercise independent vigilance over the functioning of various Rural Development Programmes being executed by the DRDAs/Zilla Parishads. In most of the States, the DMs are not directly concerned with the execution of the Rural Development Programmes as a result of that, their role as Member Secretaries, as an independent authorities will be very effective because of the fact that DM is the head of the administration at the District level.
The District Level Monitoring & Vigilance Committees shall also look into all the aspects of planning, execution, implmentation and monitoring of Rural Development Programmes such as Sampoorna Gram Rozgar Yojana (SGRY), Indira Awaas Yojana (IAY), Swarnajayanti Gram Swarozgar Yojana (SGSY), Pradhan Mantri Gram Sadak Yojana (PMGSY), DRDA Administration, Watershed Development Programme under DPAP, DDP and IWDP, Computerization of Land Records, Rural Water Supply, Sector Reforms Project, Rural Sanitation Programme, etc.
Dr. Raghuvansh Prasad Singh has also requested the Honble MPs that, as the Chairmen of District Vigilance & Monitoring Committees, they should exercise proper vigilance so as to see that the funds having been made available under various programmes reaches the real beneficiaries.
The Ministry has developed a special reporting format to be placed by the Implementing Agencies before the District Vigilance & Monitoring Committee on various aspects of the implementation of the Programmes. This Committee shall particularly look into the complaints/alleged irregularities received by them mainly on the implementation of the Programmes, including complaints of wrong selection of the beneficiaries, misappropriation/diversion of funds of various Schemes of the Ministry and recommend follow-up actions. The Committee shall have the authority to summon and inspect any record for this purpose. The Committee may refer any matter for enquiry to the DC/CEO/PD DRDAs or suggest suitable action to be taken as per rules which shall be acted upon by him within 30 days. If such action is not initiated within this time, the relevant programme funds to which the direction pertains to, may be withheld.
