restructuring of 20 point programme underway

The government has taken up an exercise for restructuring the 20 Point Programme-1986 (TPP-86) in consultation with the Central Ministries/Departments, States and the Union Territory Administrations. The last restructuring of TPP took place in 1986 and a need has been felt for long for having a new look at it and going in for the next restructuring. This is due to a variety of reasons, including the launching of several new schemes, programmes and reforms introduced by the Central Government, since 1986. Also, some of the existing programmes of TPP-86 need to be closed as they have lost their relevance in the present scenario as well as achievement of the desired objectives.

The Ministry of Statistics and Programme Implementation, the Nodal Agency which has taken up the exercise says, that an analysis of the performance of TPP during 2003-04 was significant in respect of several areas, especially distribution of surplus land, energisation of pump-sets , improvement of slums, houses for economically weaker sections and low income groups, immunization of children, assistance to SC/ST families, tree plantation, bio-gas plants and in particular, the Indira Awaas Yojana. The Ministry which has been monitoring the TPP said that the States were ranked every month on the basis of their performance in respect of 12 key areas of the programme.

The TPP was initiated in 1975 and restructured in 1982 and then in 1986. The programme aimed at improving the quality of the life of the people, especially those living below the poverty line. It gave thrust to schemes relating to poverty removal, employment generation in rural areas, housing, education and health-care besides environment protection. The targets were fixed by the administrative ministries in consultation with the State governments and Schemes were mostly funded by the Centre. On the whole, the programme was a success, the Ministry concludes.
