All Cabinet proposals having a bearing on decentralisation will henceforth have to be forwarded by the concerned Ministry along with the comments of the new Ministry of Panchayati Raj. According to the directives given by the Prime Minister’s Office, this is done with a view that parallel implementation arrangements are not devised by Ministries in contravention of the provisions of the Act relating to Panchayati Raj under centrally sponsored programmes.
