Ministry of Rural Development are organizing a Conference of Project Directors of District Rural Development Agencies (DRDAs)/the Chief Executive Officers of Zila Parishads (in the States where Zila Parishads are implementing the Programmes of Rural Development) at Vigyan Bhavan, New Delhi on 27-28 September, 2004. The Project Directors/ Chief Executive Officers being the head are the pivot around whom implementation of various rural development programmes in the district revolves.


The Conference would focus on Programmes like Sampoorna Grameen Rozgar Yojana (SGRY), Swaranjayanti Gram Swarojgar Yojana (SGSY), Rural Housing, Watershed Programmes, Rural Drinking Water Supply (Swajaldhara) and Total Sanitation Campaign. The issues relating to these Programmes which need discussion during the Conference have been delineated. In addition, issues relating to monitoring of the Programmes, creating awareness about the Programmes and maintenance of Finance and Accounts are also proposed to be discussed during the Conference.


The specific objectives of the Conference are:



Sharing of experiences of Project Directors in the field with other Project Directors, Officers of the Ministry of Rural Development and other Central / State Government Officers so that lessons learnt can be used to improve the quality of implementation of Rural Development Programmes.


Identification of issues in the implementation of rural development programmes, programme wise and area wise, so that policy fine tuning can be done.


Getting feedback of Project Directors and other State Government Officers on various live issues facing the Ministry for policy intervention.


It is expected that the discussions with the field level functionaries during the Conference would considerably help in formulating strategies and in taking corrective steps to strengthen the delivery mechanism and the quality of Rural Development Programmes in all parts of the country.


During the Conference, the Projects Directors of DRDAs and the CEOs of Zilla Parishads will be urged to improve the quality of implementation of the Programmes through fuller participation of the people from conceptualization and planning stage to actual execution and monitoring, thus making the Rural Development Programmes a truly national effort.


About 600 participants from different States/Union Territories would attend the Conference.
