measures for prevention of leakages in railway salary payments

The Ministry of Railways has identified leakages in salary payment as a thrust area for vigilance scrutiny. The departmental inspection machinery is being strengthened in identified areas covering house building and scooter advances, bogus appointments, maintenance of leave accounts, passes and privilege ticket orders, damage rent and recovery and electrical charges, productivity linked bonus, transport allowance and pay fixation.

During the first seven months of the current calendar year ending July 2004, Rs. 804.66 lakhs irregular payments have been made. In 2003, Rs. 782.70 lakhs and in 2002, Rs. 220.63 lakhs irregular payments were made.

Irregular payments have been made in all Zonal Railways and Production Units. Kolkata Metro and Central Organization for Railway Electrification (CORE) have been free from such irregularities.
