The Union Home Minister Shri Shivraj Patil has said that for various Government welfare schemes to be more meaningful and their benefits to reach the common man, it is essential that administrative work is done in the common mans language. He said that we have to make use of our own language especially in the field of science & technology where new innovations are taking place. In this context the Minister underlined the need for increased use of Hindi in computers and for that he said there is need for developing better softwares. Shri Patil hoped that the software for learning Hindi which was released today will help promote use of Hindi in official work. He was speaking while presenting the Indira Gandhi Rajbhasha Awards for 2002-03 on the occasion of the Hindi Day here today.
Earlier, the Minister of State for Home, Shri Manikrao H. Gavit underlined the need for paying more attention for the promotion of Hindi in official work. The Minister also released special software called "LILA" for learning Hindi on the internet. The Minister of State for Home Affairs Shri Sriprakash Jaiswal was also present on the occasion. The Secretary, Department of Official Languages Shri Anupam Das Gupta in his address mentioned about the various on-going schemes & programmes of the Department for the promotion of Hindi in official work.
The Indira Gandhi Rajbhasha Awards are given every year to the Ministries and Departments of the Government of India, Nationalised Banks and Financial Institutions, Public Sector Undertakings and Town Official Language Implementation Committees for promoting the use of Hindi in their official work. Cash Awards are given to the employees of the Central Government for writing original books in Hindi on the subjects relating to their official work.
For the purpose of awards, Ministries/Departments have been placed in two categories. The Ministries and Departments which have more than 300 employees have been placed in the first category. Under this, Department of Food and Public Distribution won the first prize, Ministry of Railways won the second prize and the Office of the Comptroller & Auditor General of India the third prize. In the second category, Ministries/Departments which have less than 300 employees, the Ministry of Information & Broadcasting has secured the first position, Department of Tourism the second position and the Ministry of Textiles the third position.
Public Sector Undertakings located in A, B and C regions separately (for each region) are also given these awards. The A region inlcudes the States of Bihar, Jharkhand, Haryana, Himachal Pradesh, Madhya Pradesh, Chhatisgarh, Rajasthan, Uttar Pradesh, Uttranchal and Union Territories of Delhi, and Andaman & Nicobar. The B region includes the States of Gujarat, Maharashtra and Punjab and the Union Territory of Chandigarh, and the rest of the States & Union Territories fall in C region. Among the PSUs located in A region, the Engineers India Ltd., New Delhi has won the first position, the Gas Authority of India Ltd. New Delhi the second position and the third position went to the Institution of Renewable Energy Development of India Ltd. (IREDA) New Delhi. In the B region, the Cotton Corporation of India, Mumbai bagged the first prize, the Export Credit Guarantee Corporation of India Ltd. Mumbai the second and the Manganese Ore India Ltd. Nagpur the third prize. In the C region, the Hindustan Paper Corporation Ltd. Kolkata has bagged the first prize, the Hindustan Latex Ltd, Thiruvananthapuram the second prize and the Kudremukh Iron Ore Co. Ltd. Bangalore the third prize.
The Central Bank of India Ltd. has won the first prize among the Nationalised Banks and Financial Institutions. The second and third positions have gone to Union Bank of India and the Bank of Maharashtra respectively. Besides, three consolations prizes were awarded to the Punjab National Bank, the Canara Bank and the Small Scale Industrial Development Bank of India.
For the Town Official Language Implementation Committees, the awards have gone to the Committee of Delhi (PSUs) from A region, Mumbai (Banks) from B region and Bangalore (Offices) from C region.
The Indira Gandhi Rajbhasha Awards are also given for writing original books in Hindi on various subjects pertaining to administrative domain. The first prize carries a sum of Rs.20,000/-, the second Prize Rs. 16,000/-, and the third prize Rs.10,000/-. In this category, the first prize has gone to Shri Mahendra Pandey for his book Taapman Main Vridhi aur Jalwayu Parivartan. Shri Bimal Srivastava has been adjudged for the second prize for his book Adhunic Hawai Adde Aur Unki Nirman Yojana and Shri Shivakant Bajpayee has been adjudged for third prize for his book Prarambhik Bodh Dharma- Sangh and Samaj.
