Minister of Rural Development, Dr. Raghuvanash Prasad Singh has emphasized on introducing an effective system of monitoring and supervision of Rural Development programmes. He was reviewing the performance of various programmes here in New Delhi. The guidelines of various programmes have been modified accordingly so as to involve an effective monitoring mechanism.
Guidelines for Sampoorna Grameen Rozgar Yojana (SGRY) have been modified to form vigilance committee of the beneficiaries for every work, which is being executed by all three levels of Panchayati Raj Institutions (PRIs) in the field. According to the latest instructions of the Ministry, for every work site the beneficiaries belonging to that area shall attend a Gram Sabha meeting and through the process of association, a nine-member Committee shall be formed. This Committee shall consist of the elected PRI representatives of that area, retired Government and Defence employees, and social workers. Due care has been emphasized to ensure participation of weaker sections and females. Estimate for every work shall be prepared in consultation with local level Vigilance Committees. This Committee shall exercise day-to-day supervision on the quality of work being carried out. The Committee shall also countersign the completion certificate. It is expected that by formation of Committee of local beneficiaries and with the powers given to the Committee, the participation of the people, transparency and fairness shall be ensured.
The Ministry has also directed all the State Governments to issue directions to the field level functionaries associated with the execution of the development programmes to undertake intensive inspection of work in their respective administrative jurisdiction. It has been highlighted that every functionary depending on his administrative area should be given specific targets for inspection on monthly basis. The Ministry of Rural Development has appointed Area Officers from amongst the senior officers of the Ministry for different States. They will visit the respective States and ensure coordination as well as ensure that provisions pertaining to supervision and monitoring are being properly carried out. Further, national level monitors have also been appointed by the Ministry for taking up all monitoring and selective number of districts on random basis so as to ascertain the ground level reality. The Ministry has also finalized formulation of District Level Vigilance Committees under the Chairmanship of the respective Members of Parliament.
The Ministry has taken out a Booklet titled 'Gram Vikas- Programmes at a Glance' for reference of the elected representatives associated with the implementation of the monitoring and supervision of the programmes. This booklet contains salient features of all the programmes being executed by the Ministry.
