The Labour & Employment Minister, Shri Sis Ram Ola has said that an assured job is the best social security measure in the developing countries. Addressing the 28th General Assembly Meeting of the International Social Security Association (ISSA) Bureau in Beijing today, Shri Ola said that India intends to enact a law very soon to provide assured employment of 100 days in a year to one person in every poor family. He said the labour of these workers would be utilized to create productive assets in the rural areas. Shri Ola said that out of 370 million workers in the informal sector in India, only 70 million workers are getting some sort of social security. He said there is a need to devise separate policies and measures for each section of workers, who are loosely clubbed as informal sector workers. The Minister said that the responsibility for financing the social security system would also vary and its burden could be spread differently over the Government, workers and employers.
Referring to globalisation of economies in the developing world, the Minister said that due legal and administrative measures are necessary to ensure a minimum package of social security including health care.
Shri Sis Ram Ola is leading the Indian delegation to the General Assembly Meeting of ISSA being held in Beijing from 12th to 18th September 2004. The focus of the Beijing Assembly is on devising ways and means for advancing the cause of social security around the globe.
