role of the department of public enterprises

The Department of Public Enterprises (DPE) under the Ministry of Heavy Industries and Public Enterprises acts as the nodal agency for all Central PSEs and assists in the formulation of policy pertaining to performance evaluation, autonomy and financial delegation, personnel management and related areas concerning CPSEs. DPE also collects, evaluates and maintains information on key areas in respect of CPSEs. In fulfilling its role, it coordinates with other Ministries, CPSEs and concerned organizations.

The important tasks of the Department, inter-alia, are:

Board structure, categorization, appointment of non-official Directors and training of Executives of CPSEs;

Matters relating to reservation of posts in CPSEs;

Delegation of powers to Board of Directors of CPSEs;

Signing of Memorandum of Understanding between the CPSEs and the Administrative Ministries/Departments;

Matters relating to Purchase Preference Policy; and

Review of Miniratna and Navratna CPSEs.

The Department also coordinates matters of general policy of non-financial nature affecting all Public Sector Industrial and Commercial Undertakings.
