The President, Dr. A.P.J. Abdul Kalam addressed and interacted with Director Generals of Police (DGPs), Inspector Generals of Police (IGPs) of the States and the Union Territories and Heads of Central Police Organisations at Rashtrapati Bhavan yesterday evening.

In his one-hour address the President said, peace and security are essential for maintaining the momentum of growth and development. The Police provide leadership for ensuring peace through maintenance of law and order and internal security and are therefore partners in the Developed India Mission. This is essential for the unhampered progress of the development process. The police force needs to be friendly, corruption free, responsible, tolerant to pressure, caring, able to create confidence, efficient and able to provide high quality leadership potential at all levels of hierarchy. Nobility of management has to flow from the top, the President said.

Dr. Kalam said the police force could be augmented for a police to citizen ratio of 1:500 within the next three to five years. Technology can be used to optimize the size of the police force. To attract and retain talented youth right from constables to officers, attractive service conditions with suitable pay packages, perks; career planning and advancement, housing and healthcare facilities can be thought of. Steps could be taken to ensure that at least 10 percent of the police force is represented by women. Periodic up gradation of technological skills and leadership skills at all stages of the career, progressive induction of state-of-the-art technologies, adequate training at different levels to improve professionalism and enhance operational efficiency is necessary he said.

The President concluded his address with some suggestions on how to face future challenges. He said nobility in management should start from the top. The police station should become friendly to the police personnel who work there and the people. Continuous knowledge provision -particularly to police constables and equipping them with latest technology and training could be thought of. The top management and administration of the police can instill a pride in the profession, especially at the level of the constable. A Police e-Governance GRID could be set-up to connect police stations to the DGP office through a Government to Government and Government to Citizen network to enable transparent police administration. The President also suggested the creation of a separate cadre for criminal investigation to provide enhanced professionalism and improving vigilance leading to prevention of crime and speedy justice. Dr. Kalam also spent half an hour answering questions posed to him by the senior police officials.
