The Government have decided to confer the Kabir Puraskar, for the year 2005 Grade-II on Shri Md. Aynal Hoque of Bilasipara town of Dhubri district of Assam and Grade-III on Shri K. Rajarathnam Issac of Cuddapah, Andhra Pradesh.
Shri Md. Aynal Hoque is a social worker and President of the Village Defence Party Thana Advisory Committee, Bilasipara. On 2.10.2004, NDFB extremists (Bodos) attacked Makrijhora, district Dhubri in which 13 persons were killed and 10 seriously injured. After the incident thousands of people gathered at the spot, became very violent and created road blockages on the National Highway. Shri Hoque intervened and made all efforts to control and pacify the violent mobs despite risk to his personal safety. He also alerted the Baglibari Police Station. Due to his efforts the situation, threatening to escalate into ethnic violence, was brought under control. His courage, presence of mind and tact, helped the district administration and security forces to cope with this significant law and order problem.
Shri K. Rajarathnam Isaac is a retired Lecturer and an active social worker. Tension prevailed during the Ganesh Chaturthi festival in September last year at Almaspet, Cuddapah town between Muslims and Hindus over construction of a small structure around Lord Ganesh idol in a vacant land belonging to Cuddapah Municipality. While Muslims insisted on removal of the structure, the Hindus did not agree, leading to a tense and sensitive situation. Shri Isaac intervened and pacified members of both communities, thereby averting a clash preventing large scale damage to life and property.
Kabir Puraskar is a national award instituted by the Government of India in April 1990, for recognizing the acts of physical/moral courage displayed by a member of one caste, community or ethnic group in saving the lives and properties of member(s) of another caste, community or ethnic group during caste, community or ethnic violence. The Award is given annually in three grades viz., Grade-I, Grade-II and Grade-III carrying cash amount of Rs.1,00,000/-, Rs.50,000/- and Rs.25,000/- respectively.
