Indian Railways have decided to extend the rebate of 15% concession in freight rates to the incremental traffic booked during the non-peak period from 1st October to 30th November 2005. Under the new terms and conditions, concession of 15% in freight rates shall be granted to the incremental traffic booked during the non-peak period from October to November 2005 and will be admissible to traffic originating from sidings and ports. The concession will be admissible for traffic in rakes consisting of covered wagons like BCN/BCNA/BCNAHS/BCX/BCXN etc. including two point rakes booked to approved combination of destination points. Incremental Traffic for granting the above freight concession shall be the traffic, in terms of rakes, beyond 110% of the number of rakes loaded during the corresponding month of the previous year. For this purpose, fraction of a rake shall be reckoned as one rake, For example, if the traffic loaded from a siding/port in October 2004, was12 rakes, freight concession will be granted if the loading in October 2005 exceeds 14 rakes (12 rakes x 110%=13.2 rakes; rounded off to 14 rakes) and the freight concession will be applicable from 15th rake onward at the time of booking.
Two units of Mini Rakes will be treated as one unit for the purpose of counting number of rakes to calculate the incremental traffic. The date of completion of loading of a rake will be reckoned for the purpose of determining the number of rakes loaded in a particular month. The concession will be admissible for commodities in Class-140 and above excluding Coal & Coke, Ores, raw materials for steel plants and other minerals.
Only one of the concessions, either concession in empty flow directions or concession during non-peak period, will be granted at a time. Further, when either of the aforesaid concessions is availed by a customer, concessions under other scheme like Station to Stations rate scheme etc. will not be granted. However, the scheme of granting 2% rebate on incremental earnings for premier customers will continue to remain applicable exclusively.
