‘Network Centric Warfare’ is the military’s response to the revolutionary developments underway in the fields of communication and computer technologies. The concept aims at translating ‘Information superiority’ into ‘combat power’ by effectively linking various knowledge entities in the battle space. At the basic level, it links the sensors, the shooters and the decision makers to enhance responsiveness, speed of action and informed decision making.

Since ‘technologies outpace rules’, the Indian Army is transforming itself so as to effectively leverage the advantages that these new technologies offer. The Army has fielded a large number of communication and computer networks and additional networks are planned so as to make its Infostructure survivable and robust. However, since ‘vulnerabilities normally outpace robustness’, the communication networks are likely to be exposed to new vulnerabilities in the Cyber Space.

To address these vulnerabilities, as also, to enhance Information Assurance and Risk Management, the Indian Army at the initiative of Lt Gen Davinder Kumar, the Signal Officer-in-Chief, has recently raised the Army Cyber Security Establishment. A number of initiatives are also being taken to make the Army’s Infostructure robust and secure, notable amongst them being the planned launch of the Computer Emergency Response Team-Army (CERT-Army) Website.

Gen JJ Singh, Chief of the Army Staff has taken personal interest in matters of cyber security. This is evident from the fact that the General will himself inaugurate the Computer Emergency Response Team (CERT –Army) Website on 14 October 2005.

The CERT- Army will provide a single point of contact for all Users and System Administrators in the Army to report incidents and obtain suitable and effective advice for mitigating the same.
