The government has expressed concern over some infrastructure sectors not achieving the target set for them for particular periods. A review report on the performance of the infrastructure sector by the Ministry of Statistics and Programme Implementation for the period April-July (fiscal 2005-06), said achieving higher growth compared with the previous corresponding periods, is alone not enough but reaching the set target is more important and essential.
The report observed that the production in the coal sector during April-July was 3.9 per cent i.e. 4.77 million tonnes below target, while finished steel production was considerably low by 12 per cent i.e. 1.868 million tones lower than the target. Fertilizer production was also significantly low during the period by 9.2 per cent equivalent to 0.485 million tones.
In case of civil aviation, the passenger traffic handled at international terminals was 10 per cent i.e. 5.83 lakhs less compared to the capacity utilization. About telecom the report said that though cell phone connections have been rising phenomenally, net telephony, however, remained an area of concern. The revenue earning rail freight traffic was also below target by 1.2 per cent equivalent to 2.61 million tonnes. Cargo handling at major ports remained lower by 0.7 per cent during the period i.e. 0.908 million tonnes.
The report also noted that upgradation/construction of roads was 0.7 per cent i.e. 12 kms below the actual figure. Net new telephone connections was also 10.9 per cent i.e. 214420 lines below the actual. Fertilizer production was not only below target but 1.7 per cent i.e. 0.082 million tonnes below actual. In case of petroleum, the report noted that crude oil production was 1.5 per cent i.e. 0.173 million tones and refinery production 2.8 per cent i.e. 1.193 million tonnes below actual, the report added.
