The All India Council for Technical Education (AICTE) in pursuance of its policy to expand Quality Technical Education, has sanctioned 211 new institutions for the year 2005-06 creating 23,651 additional seats in various disciplines in the country. This includes 35 MBA institutions with 2000 seats, 07 MCA institutions with 420 seats, 90 Pharmacy Institutions with 5350 seats, 69 Engineering & Technology Institutions with 15346 seats, 08 Hotel Management Institutions with 480 seats, 01 Fine Arts Institutions with 15 seats and one Architecture Institution with 40 seats. The Council had invited applications / proposals from its approved institutions for extension of approval for the year 2005-06.
The Council has carried out for the first time a comprehensive inspection of institutions to ascertain compliance of AICTE norms & standards.
The AICTE also introduced replacement of Joint Fixed Deposit Receipt (FDR) of Rs. 50 Lakhs for Engineering and Rs. 20 lakhs for others by Refundable Performance Guarantee Fund (RPGF) of Rs. 35 lakhs and Rs. 15 lakhs respectively. Interest accrued from RPGF shall be used to pay scholarship to the students.
The institutions were given extension of approval, primarily on the basis of availability of faculty. The courses that had the faculty deficiency upto 25% were granted extension of approval while the courses for which faculty deficiency was above 25% were placed in reduced intake category. 39,540 seats were reduced on this account.
However, the institutions were given an opportunity to rectify these deficiencies and on receiving the compliance for these deficiencies, the Council restored back 31,945 seats. The Council has also accorded in increase in intake and additional courses to the existing institutions in the country on the basis of 100% availability of faculty and built-up area. On this account, additional 23, 325 seats have been added.
Considering the non-availability of senior faculty in the country, the Council as an interim measure permitted employment of faculty upto the age of 70 years. Similarly, the Council permitted relaxation in cadre ratio in such specializations as Bio-Technology, Computer Science and Engineering, Information Technology and Electronics & Communication Engineering.
