62 central sector projects on schedule/12 ahead

The Flash Report of the Ministry of Statistics and Programme Implementation for the month, July 2005, projecting the status of 349 Central Sector Projects, each costing Rs.100 crore and above, states that 62 projects are progressing according to schedule, while 12 are ahead. However, the number of projects delayed, total 161 and 93 figure without any date of completion. 21 projects which earlier did not have the original date of commissioning, have now been assigned the date of completion. Percentage-wise the delay is estimated to be around 46 %.

About project cost, the Report said that the cost over-run in case of 306 projects amounted to 10.9 per cent against the original cost estimates and in case of the remaining 43 projects, which have the sanction for revised estimates, the cost over-run, totals 5.3 per cent. The cumulative cost over-run of all the 349 projects stand at 9.8 per cent. An expenditure of over Rs.101687 crore has been incurred so far on these projects.

The projects completed during the month include IOR- Gandhar and IOR Scheme Neelam, both of ONGC in the Petroleum Sector. The Chennai Beach-Chengalpattu via Tambaram MTP Project of the Railways and the Palsit Dankuni Golden Quadrilateral Highway Project (NH-2) in the Road Sector. The project seems to have been dropped for the present, is the Harmati-Itanagar/Naharlagun New Line of the North-East Frontier Railway.

While in the case of the ONGC Projects, the final expenditure were lower than the originally estimated costs. However, there has been a time delay of 15 months in case of the Gandhar Project and 22 a month-delay in case of the Neelam Scheme. The final expenditure was much lower than the revised estimated cost in case of the Chennai Beach-Chengalpattu Rail Project, but with a time delay of over two years. In case of the Palsit Dankuni Highway Project, the final expenditure was about 8 crore rupees more than the originally estimated cost, with a time delay of five months.
