Around 57 Industrial Training Institutes (ITIs) have started functioning as Centres of Excellence for producing multi-skilled workforce of international standards. They are part of the 100 existing ITIs to be upgraded from the domestic resources. Upgradation of each ITI is to cost Rs. 1.60 crore to be shared between the Centre and the State in which the ITI is located in the ratio of 75:25.
Under the upgradation scheme announced by the Finance Minister during Budget Speech 2004-05, 500 existing ITIs are to be upgraded 100 from the domestic resources and remaining 400 with the assistance of the World Bank. The process for the same is on. The 100 ITIs being upgraded from the domestic resources are distributed in 26 States/UTs (other than Jammu & Kashmir, Sikkim and North-eastern States) in proportion to the number of Government ITIs in these States. The Union Government has approved centrally sponsored scheme for establishment of new ITIs in Jammu & Kashmir, Sikkim and North-eastern States on an outlay of Rs. 130.60 crore. The scheme will help in expanding training capacity from 7244 to 16144 training seats in North-eastern States and Sikkim. It would also expand the training capacity from 4153 to 5959 training seats in Jammu & Kashmir. There are at present 1896government-run ITIs located in various States and Union Territories offering about 4 lakh training seats.
The new ITIs will have multi skilling courses during the first year of training followed by specialized advanced modular course in the second year. These courses are a departure from the existing ones where training courses are based on particular trades. Under the new approach sector-wise cluster approach has been adopted to train the workers in all trades of a particular sector. The other highlight of the scheme is that it has multi-entry and multi-exit provisions and public/private partnership in the form of Institute Management Committees to ensure greater and active involvement of industry in all aspects of training.
The Labour and Employment Ministry is keen to achieve target of upgradation of 100 ITIs as soon as possible. It has signed Memorandum of Understanding with most of the States to ensure sustainability and continuation of the scheme. The Labour and Employment Secretary, Shri K. M. Sahni has been personally reviewing the implementation of the scheme with the State Governments and Institute Management Committees .
