With a view to avoid multiplicity of entrance tests, it was decided that the admission to all professional educational institutions shall be held on the basis of merit determined through common entrance test (s). Each Institute cannot hold a separate test.

Now it has been decided that all admissions to the undergraduate programmes in Engineering, Architecture and Planning in all the National Institutes of Technology (NITs), Indian Institutes of Information Technology (IIITs) National Institute of Forge & Foundry Technology (NIFFT), Ranchi, School of Planning & Architecture (SPA), New Delhi and other Institutes of Central Government as specified shall be made through All India Engineering Entrance Examination (AIEEE) conducted by Central Board of Secondary Education (CBSE). All the Deemed Universities will have the option to participate in the AIEEE or conduct their own Entrance Examination and admit students in a fair and transparent manner. All the Central Universities having engineering programmes at undergraduate level will have the option to either participate in AIEEE or conduct their own Entrance Examination. Deemed Universities and Central Universities willing to participate in AIEEE will give their option to the University Grants Commission (UGC). UGC will get the option from all the Deemed Universities and forward the same to the CBSE and Centralised Counseling Board. All States shall continue to hold their own common entrance tests for admission in Institutions within their States as before. However, states willing to participate in the AIEEE for all or a part of the total seats in the state can participate in AIEEE.

All admissions in different approved quotas shall be made strictly on the basis of inter-se merit based on common entrance tests as above. Seat allocation shall be coordinated by the State Authority in case of State level admissions and by the Central Authority in case of admissions made on All India basis.

This decision has been taken to avoid forcible participation of Deemed Universities and Central Universities in AIEEE as this Government is committed to maintain the autonomy of these Institutions. Government will continue to promote AIEEE for the convenience of student community.
