Centre for e-Governance under Department of Information Technology, Ministry of Communications and Information Technology, in collaboration with Institute of Information Technology and Management (IITM), an affiliate institute of GGSIP University, Rajiv Gandhi Institute of Contemporary Studies (RGICS) under Rajiv Gandhi Foundation, Council for Advancement of Peoples Action and Rural Technology (CPART), HCL Infosystems Ltd. is organizing a One-Day National Seminar on Smart Governance for Rural Development, here on Friday. The focus of the Seminar is on Agriculture, Education, Health and Infrastructural development, which are all pertinent issues for rural India. Special emphasis has been given to North-Eastern States for which significant Case Studies conducted by government and private organizations would be presented in the Seminar.
The concept of ICT-enabled governance, commonly termed as e-Governance, has assumed significant importance, especially in a country like India with large rural population. E-Governance has promised to change the way of governance in this country within a shortest possible time frame. One of the important aspects of the e-governance is to facilitate better governmental services with the use of advanced technologies for transferring benefits in various social and economic sectors including agriculture, healthcare services, education and infrastructure with better transparency, accountability and responsive administration. Keeping the above in view, e-Governance has found a place in the Common Minimum Programme adopted by UPA government. The government has declared to promote e-Governance on a massive scale.
E-Governance, when effectively planned and implemented, would harness the benefits of Information and Communication Technology to provide services to people located in inaccessible areas also. This is particularly important for the North-Eastern parts of the country where geographical terrain has prevented faster pace of development for many decades. Accordingly, Government of India has taken many significant initiatives to proliferate e-Governance in the North-Eastern States, particularly in the sectors of Land Records, Property Registration, Transport and Community Information Centres.
