master plan of delhi – 2001 to be amended to provide for redevelopment of clusters with more than 70% units engaged in industrial activity in non –conforming areas

Union Minister for Urban Development, Shri Ghulam Nabi Azad today held a meeting with Lt. Governor of Delhi and Chief Minister of Delhi to discuss the issues relating to operations of industries in the non-conforming areas. Minister of Industries, Government of Delhi and senior officers of the Ministry of Urban Development, officers of DDA and officers of Government of Delhi were also present.

The enforcement action taken by the Government of Delhi in pursuance of the order of the Supreme Court of May 7, 2004 was noted. Administrative difficulties being faced at the ground level were intimated. Other issues like the large number of workers employed in industrial units and the effect of closure of these industrial units on their livelihood as well as on the economy of Delhi were highlighted. It was generally felt in the meeting that there was a need for a long term and lasting solution to the problem, keeping in mind the ground realities and the orders of the Supreme Court.

After considering the entire gamut of issues, it was agreed that recommendations made by the Sub-Group set up by the DDA on the Industrial Sector, in connection with the preparation of Master Plan of Delhi–2021, be accepted and redevelopment of clusters having concentration of more than 70% units engaged in industrial activity in non-conforming areas, be permitted. Parameters/ norms for the purpose shall be finalized soon. This amendment will be made in the existing Master Plan for Delhi – 2001 and will be in the nature of an enabling provision. Redevelopment of clusters according to this amendment will, however, be taken up after proper survey, identification and verification of boundaries of such clusters existing as of today.

In the meeting it was also decided to include 18 more activities in the list of permissible household industries.

The Government of Delhi will inform the Supreme Court about this, `in principle’, decision of the Government of India and make suitable submission seeking for extension of time. Other issues pertaining to the operations of industries in non - confirming areas will be discussed in a subsequent meeting to be held shortly.
