India has been selected for the Awards instituted by the Commonwealth Association for Public Administration and Management (CAPAM) for the year 2004. The Awards were announced on October 27, 2004 at Singapore. This years theme for the Awards was Innovations in Governance.
India had made three submissions of which two were selected for the Awards. The themes which were selected for the Awards were, Gujarat Emergency Earthquake Reconstruction Project which got the Golden Award and the second submission titled E Seva in Andhra Pradesh which fetched a Silver Medal. Indias submission were among the top 14 themes from other countries. The other entries included two each from Australia and Singapore and one each from Canada, Jamaica, Malaysia, Malta, New Zealand, South Africa and the United Kingdom.
Gujarat Emergency Earthquake Reconstruction Project:
The massive earthquake rehabilitation and reconstruction programme launched by the Government of Gujarat after the 2001 Earthquake is a paradigm shift from the conventional approach to disaster management. Each of the various initiatives like the owner driven reconstruction programme, role and involvement of community, the transparency and equity procedures, various capacity building initiatives taken during the programme are innovations in governance by itself.
E Seva in Andhra Pradesh:

CAPAM has instituted the Biennial International Innovations Awards Programme since 1998. Through this programme CAPAM is endeavouring to promote new initiatives in government reform; to expose countries to varying perspectives on models of change and reform; to promote quality service to public and to further strengthen communications and exchange among different member countries.
As an Institutional Member of the Commonwealth Association for Public Administration and Management (CAPAM), the Ministry of Personnel, Public Grievances and Pensions has been sponsoring best practices of the Union Government and the State Governments for the above Award. India won Gold Medals on three occasions i.e. in 1998, again in 2000 and 2002. CAPAM with its headquarters in Toronto, Canada is a non-profit academic association devoted to exchanging timely information on public sector management among the Commonwealth Countries and in other countries beyond the commonwealth.
