illegal telephone exchange busted in jaipur

Monday, October 18, 2004

In a series of unearthing illegal exchanges, the Department of Telecom (DoT) was again successful in busting an illegal exchange in Jaipur through a team comprising of officials from the DoT, VSNL, BSNL and the Local Police, along with the officials of Reliance Infocom. In this case, the offenders were misusing their VSNL leased Internet line in connivance with their conduit in Saudi Arabia who originated the calls from there and collected money there itself and later transferred the proceeds to the operator in India..

In the present case the illegal set up was being used to receive the international calls from Saudi Arabia and distribute on to the National Network bypassing the authorised ILD operators. Thus these illegal operators not only caused revenue loss to the exchequer but also posed security risk to the country as the calls handled by them were beyond the scope of lawful interception. Whereas in the case of authorised incoming international calls, for every such call the ILD operators receive the revenue from the foreign carriers, in turn a portion of which is being passed on to the Indian Access Service providers including the Department of Telecom, as licence fee.

The culprit in the present case namely, one Vishnu Sharma has been arrested and the illegal equipments have been seized and a case under the relevant sections of Indian Telegraph Act has been registered by the Rajasthan Police. The Police are further investigating the case from the angle of involvement of other partners in India and Saudi Arabia.
