Dr. Raghuvansh Prasad Singh, Minister for Rural Development has said that Executive Committee (EC) and General Body (GB) Members of Council for Advancement of Peoples Action and Rural Technology (CAPART) may visit the project sites of CAPART and supervise the implementation. The idea behind such visits should not be to police the activities of CAPARTs partner voluntary organizations but to identify any weaknesses in the execution and make suggestions to enhance the efficacy of the projects
The EC and GB meetings were chaired by the Minister for Rural Development. This was the first meeting of the newly constituted GB and EC of the Council.
In his address the Minister stressed the need for greater peoples participation in the voluntary action which is promoted by CAPART. He emphasized on transparency both in the selection and execution of projects funded by CAPART. This , he said, should be brought about by informing the public representatives, district administration and village Panchayats about the choice and scrutiny of projects supported by CAPART. Since Panchayats are vehicles for direct participation of people in governance, they should be the utilized as sources for dissemination of information to the rural people for whom CAPARTs projects are intended. For this, details of projects sanctioned by CAPART which are being implemented in each Panchayat area should be pasted on the notice board in the local language for everyones perusal.
He suggested that CAPART should spread the reach of its activities to the most interior parts of the country through its network of voluntary organizations so that more people below the poverty line could benefit from its support.
He also recommended the constitution of a sub committee which would look into the systemic improvement of the Council and make suggestions which could be followed to improve the efficiency of the organization.
CAPART is an autonomous body functioning under the aegis of the Ministry of Rural Development, Government of India.
