Committee indicated that adequate care should be taken to ensure that baseline surveys are done properly by districts in NE states. The Committee also decided in the meeting that henceforth whenever a report is received from a State Government to take up Total Sanitation Campaign project, Rs. 10.00 lakh as start-up grant will be released with the approval of Secretary, DWS, who is also the Chairman of the Committee.

The Committee also observed that greater emphasis should be given to ensure proper implementation of the programme; a study may be conducted to assess the impact of sanitation and hygiene interventions on health of the people in areas where TSC has been implemented well, and that the focus should be on monitoring to improve the implementation of TSC.
