The setting up of Bio-gas Plants has picked up momentum in various States of the country while the Improved Chullahs Programme is on the down slide, except in some States. Between April-July this year nearly 12 thousand Bio-gas Plants were setup in different States against the target of nearly 20 thousand, with the achievement being 60 per cent. In case of Improved Chullahs, only a little more than 2500 were putup during the period.
West Bengal took the first position in Bio-gas, setting up nearly 3400 Plants, with the achievement being 150 per cent of the target. Uttar Pradesh, Uttranchal, Madhya Pradesh and Haryana also achieved more than 100 per cent of the target set for the period. Himachal Pradesh, Kerala and Orissa also did well, achieving more than 80 per cent of the target. In the remaining States, the percentage of achievement varied from 0 to 74 per cent. 14 States recorded zero per cent.
As far as Improved chullahs were concerned, only four States i.e. Uttar Pradesh, Andhra Pradesh, Goa and Andaman and Nicobar Islands, could achieve some success in the programme. Uttar Pradesh led with 2100, followed by Andaman and Nicobar Islands 300, Andhra Pradesh 100 and Goa 70. The other States have recorded nil in the implementation of the programme for the period April-July 2004.
Setting up of Bio-gas Plants and Improved Chullahs form part of the 20 Point Programme being implemented by the States. The Ministry of Statistics and Programme Implementation is planning to restructure the 20 Point Programme taking into view its successes, shortcomings and the changed scenario in the country and globalisation.
