Out of 300 and odd, mega and major Central Projects, the latest Exception Report of the Ministry of Statistics and Programme Implementation states that 20 projects i.e. 7 in Railways, 5 in Road Transport, 3 in Power, 2 in Petroleum and one each in Coal, Shipping and Ports and Water Resources have registered additional delays ranging from 1 to 17 months, over the completion dates given earlier.
In the Railways Sector, 7 projects have slipped in the range of 2 to 17 months, mostly on account of fund constraints and delay in the supply of equipment. In Power, 3 projects slipped between 1 to 7 months in the date of commissioning. These are; the Transmission System-Teesta-V project due to high price of the power package, the Project Transmission System strengthening in Bihar slipped by two more months following delay in the construction of the Control Room of the Bihar State Electricity Board and in case of system strengthening IV of Southern Region, it is 7 months due to delay in the issue of Letter of Intent.
In case of Road Transport Sector, 5 National Highway Development Projects have reported additional delays from 1 to 9 months, due to unspecified reasons. Of these, Nellore By-pass and Golabpura-Bhilwara By-pass are on the verge of completion. There is an additional delay of 1 to 2 months in case of two Petroleum projects i.e. the Refinery Expansion cum Modernization Project of CPCL and the Vishakhapatnam-Secundarabad LPG Project of GAIL.
In the other three cases, the Pootkee Balihari Project of the BCCL delayed further by 24 months, due to adverse geo- mining conditions and fund constraints. Additional delay of 3 months in the commissioning of the Pagaladiya Dam is reported in the Water Resources Sector, due to late approval of the revised cost estimates of the project and in the Shipping and Port Sectors, the establishment of Vessel Traffic Services in the gulf of Kutch registers additional delay of 3 months in its commissioning, on account of administrative reasons.
