In a series of unearthing illegal exchanges, the Department of Telecom (DOT) was once again successful in busting an illegal exchange at Palam Village in Delhi. A team comprising of officials from the DOT, VSNL and the Special Delhi Police along with the officials of Reliance Infocom. This illegal exchange was bringing incoming international call traffic through Internet Leased Line and was further maturing the call to the called party by using high tech equipment and locally dialing and switching through. Thus this presented the international call to the called party as local call, while actually the called party was speaking to calling party internationally. In this case CLIP of some other domestic number was displayed. The internet Leased line of 512 kbps was used in this illegal set up pertained to M/s Prime Net Global, and the Domestic numbers (23 in no.) used in this illegal set up for local dialing pertained to Reliance Infocom. This setup was distributing calls in and around Delhi.

Calls received through these types of setups, suffer lot of noise and the quality of speech is also not good. There is delay in the speech transitions between the parties at both the ends. The culprit in the present case namely Sanjeev Solanki has been arrested and a case under the relevant sections of Indian Telegraph Act has been registered. Prepaid cards available abroad were the main source of this illegal incoming international call traffic which was being pushed into this illegal set up on collusion with some foreigners.

It may be recalled that Internet telephony is permitted in the country only on PC mode i.e. PC to PC. In the instant case, it was configured using high tech equipment to bring the incoming internet call traffic and further dial using mobile connections to local PSTN number and thus terminated international call as local with Callers Line Identification (CLI) of local numbers. The offenders were thus bypassing the authorised international long distant operators and were switching these calls using this illegal telephone exchange. The Police have arrested one person in this connection and are further investigating the case to find out the involvement of any other Indian and Foreign partners.
