The West Bengal State Electricity Board has been sanctioned Rs.73 crores as an incentive for reducing losses under the Accelerated Power Development Programme. With this amount, the total amount released to the State during the current financial year is Rs.903 crores as loan and Rs.599 crores as block grants. The loan will carry an interest of 9 per cent per annum. The maturity period of the loan will be 20 years and repayments will be made in 20 annual equal installments together with interest on the outstanding balance commencing from the following year:-
The Govt. launched APDRP during 2002-03 with the main objective of reducing AT&C losses to 15%, reduction in outages & interruptions and to increase consumer satisfaction. The programme has investment & incentive components. The Government has provided an outlay of Rs.40,000 crore during 10th Five Year Plan for implementing the programme.
Under investment component the Government provides financial assistance to SEBs/Utilities for upgradation and strengthening of sub-transmission and distribution network.
Under incentive component, funds are provided by Ministry of Power to SEBs/Utilities for actual cash loss reduction by way of one for two matching grants. This component has been introduced to motivate the SEBs/Utilities to reduce their financial losses.
