tifac to prepare a blueprint for application of new technology in judicial system: kapil sibal

Technology Information, Forecasting & Assessment Council (TIFAC) will do a detailed study on applying science and technology for a speedy and efficient judicial mechanism in the country. This was announced by Shri Kapil Sibal, the Minister for Science and Technology and Ocean Development in his closing remarks at a day-long discussion on “Synergizing Science and Technology with Judicial Processes” organised by the TIFAC here today. The study will be completed in six months. An expert group is also being constituted to evaluate the outcome of the study and to chalk out strategies for using science and technology in judicial system on a National Mission Mode. The Committee will be headed by Shri Kapil Sibal.

Referring to the inadequate infrastructure of forensic laboratories and lack of experts in the country, Shri Sibal said that legal proceedings take a long time because of poor scientific technologies available with legal proceedings. ‘Scientific inputs could change the face of crime investigation and judicial delivery system in the country’, the Minister added.

The day-long deliberations was attended by Shri F.S. Nariman, Senior Advocate; Shri P.C. Sharma, Ex-Director CBI and Member, National Human Rights Commission; Dr. K.P.C. Gandhi, Forensic Science Laboratory Hyderabad; Dr. V.S. Ramamurthy, Secretary, Department of Science and Technology and many other experts of different scientific institutions.

Issues like S&T intervention in judicial process, role of DNA finger printing in criminal investigation, Interfacing Information Technology with judicial process, use of modern technologies for speedy judicial delivery system, e-judiciary mechanism etc. came up during the day-long deliberations.

Earlier, Prof. Anand Patwardhan, Executive Director, TIFAC welcomed the participants and said that synergizing science and technology with judicial system is the need of the hour and it would prove beneficial for scientific world and judicial delivery system as well.
