strategy to achieve peace and development in j&k

Government has decided to adopt the following strategy to achieve the twin objectives of peace and development in Jammu & Kashmir.The strategy has been finalized following the Home Minister, Shri Shivraj Patil’s visit to the State earlier this month where he met various groups of people.

(i) Accelerating economic development:

Balanced development of the three regions of J&K, expediting completion of infrastructure projects –railways, roads and power projects, fuller implementation of schemes for development of agriculture, horticulture, tourism, trade, handicrafts and industries with emphasis on provision of basic necessities like drinking water, education, healthcare, women empowerment and creation of employment opportunities.

(ii) Dialogue:

Initializing a dialogue with all groups in J&K , especially those who eschew the path of violence.

(iii) Interaction with people of Pakistan:

Promoting interaction with people of Pakistan and pursuing the opening of Jammu-Sialkot, Uri-Muzafarabad and Kargil-Skardu roads. This would help people to people contacts and open up trade.

(iv) Promoting culture of J&K:

Preserving and promoting cultural uniqueness of J&K.

(v) Tackling Unemployment:

Creating employment opportunities in J&K. Raising of additional India Reserve Battalions, Battalions of central police forces and battalions of Army from remote and border areas of J&K to prevent alienation of youth.

(vi) Public grievances:

Effective redressal of public grievances and giving opportunity and representation to people of far-flung areas.

(vii) Security measures:

Upgradation of communication equipment, gadgets, weaponry and ammunition and training in skills and technology for security forces and intelligence agencies.

(viii) Avoiding Human Rights Violations by Security Forces:

Prompt, expeditious and transparent enquiries; strict action against offenders; reiteration of instructions and training for humane behaviour by security forces.

(ix) Media:

Intense involvement of media in the process of reconstruction.
