The Government has decided to provide social security benefits to the workers in the unorganised sector. This is a major policy decision initiated by the Ministry of Labour to uplift the workers in the unorganised sector. They constitute around 92 per cent of the over 40 crore-strong workforce in the country.

To begin with, the Government has introduced the social security scheme for the unorganised workers on a pilot basis in 50 districts of the country. Although the scheme was launched in January 2004, it could not take off for want of statutory backing. Now the scheme is to be reviewed in consultation with the Planning Commission and the Finance Ministry.
