Dr. Raghuvansh Prasad Singh, Minister for Rural Development reviewed the performance of Sampoorna Grameen Rozgar Yojana (SGRY) and the newly launched National Food for Work Programme. The Minister disclosed that an expenditure of Rs. 3550 crores has been incurred on SGRY which is 70% of the allocated budget. In addition, 39 lakh tonnes of foodgrains have been authorised for issue to the States free-of-cost. First instalment of SGRY has been released to 572 districts and second instalment has been given to 122 districts. Cases of 151 districts are under process for second instalment. The Minister directed that the States which have not yet sent the proposal or second instalment be requested to expedite the same within two weeks.
The National Food for Work Programme with an allocation of Rs. 2020 crores of Cash Component and 20 lakh tonnes of foodgrains has been launched in 150 districts of the country w.e.f. 14.11.2004. The programme was launched by Dr. Manmohan Singh, Prime Minister from Village Aloor in Ranga Reddy district of Andhra Pradesh. Rs. 297.91 crores and 20 lakh tonnes of foodgrains have been released as part of the current years allocation to 150 districts of the country. The Scheme is being funded 100% by the Centre.
Out of the resources released for SGRY, resources worth Rs. 617 crores are to be spent on individual beneficiary schemes of SCs and STs. Resources worth Rs. 1200 crores are to be spent on infrastructural development in SC & ST habitations. The Minister directed that districts showing outstanding performance in each state be identified for rewards based on objective norms. The Minister also directed that impact evaluation study on 22.5% share of individual beneficiary schemes of SCs/STs be completed by February. Annual Action Plan of each district be placed on website and Minister directed early action in this matter. He also directed random surprise check of some of the works under SGRY. The Minister also directed to ensure formation and effective functioning of vigilance committees of beneficiaries for each work undertaken under SGRY.
