The Union Cabinet today approved the sanction of expenditure of Rs.351.87 crore for reconstruction of Salma Dam Project (Stage-I) in Afghanistan. The project will be executed by Water and Power Consultancy Services (India) Limited. In addition, escalation, if any, during the duration of the construction of the project would be worked out as per the escalation formula approved by Ministry of Finance. The Ministry of External Affairs is authorised to consider such escalation in cost, provided it is duly certified by Central Water Commission.
The Afghan Government had requested the Indian Government to carry out feasibility study and detailed project assessment of the Salma Dam project in the Herat province of Afghanistan and consider funding and executing the project. The task of pre-feasibility and detailed assessment was assigned by Ministry of External Affairs to Water and Power Consultancy Services India Ltd. (WAPCOS), a Government of India Undertaking under the Ministry of Water Resources (MoWR). The technical and cost appraisal of the project has been carried out by the Central Water Commission under MoWR.
The project will be executed by WAPCOS within a period of 48 months. This will provide 42 MW of power, generate local employment and meet basic needs of electricity and water leading to overall development of the region.
