The Union Cabinet today approved the promulgation of an Ordinance for the creation of the National Commission for Minority Educational Institutions to grant direct affiliation to Minority Educational Institutions to a Scheduled University. ‘Scheduled University’ for the purpose of the Ordinance initially includes the six affiliating Central Universities, viz. University of Delhi, North Eastern Hill University, Pondicherry University, Assam University, Nagaland University and Mizoram University.


The features of the Commission will be:


The three-Member Commission would comprise a Chairman and two members.


All the members should, as far as possible, be chosen from among the minority communities.


The Chairman should have been a Judge of a High Court.


The members should be persons of eminence, ability and integrity.


The term of the members including the Chairman would be five years.


The functions of the Commission would be to:


Advise the Central government or any State government, on any question relating to the education of minorities, that may be referred to it;


Look into specific complaints regarding deprivation or violations of right of minorities to establish and administer educational institutions of their choice, any dispute regarding affiliation to a Scheduled University and report its findings to the Central Government for its implementation; and


To do such acts and things as may be necessary, incidental or conducive to the attainment of all or any of the objects of the Commission.


The Commission would help in safeguarding the Constitutional guarantee to minorities regarding establishing and administering education institutions of their choice.
