Moved by the plight of hundreds of teachers who either resigned or were dismissed following their inability to join in places of posting as a result of the transfer guidelines of KVS 2000, the Human Resource Development Minister Shri Arjun Singh, in his capacity as the Chairman of Kendriya Vidyalas Sangathan, has directed that a committee be constituted to have a fresh look at such cases. If the committee comes to the conclusion that there was no justification for the transfers as also there were attenuating circumstances under which the employees were not able to move to the transferred place, it may recommend that these people may be allowed to withdraw their resignations and dismissals/removals from service annulled. The committee will be constituted under Joint Commissioner of Administration in the Kendriya Vidyalaya Sangathan (KVS) and consist of two senior principals. The affected persons could appeal before this committee latest by December 15, 2004 and the committee would take its decision within a month after that.

It may be recalled that transfers made under the guidelines w.e.f April 1, 2000 in the KVS system led to a widespread dislocation of teachers across the country. Many of them were transferred thousand of kilometers away from their place of residence and families. Many couples were also separated across thousands of kilometers. This caused widespread misery in the entire system. Hundreds of teachers resigned from the service, some were dismissed for their inability to join in remote places. The measure not only affected families but also deprived KVS of experienced teachers. The recent transfer guidelines of July, 2004 have tried to address this problem and is helping people to come closer to their places of residence. This humane approach in the current transfer policy has been widely appreciated and it is hoped that within a year or two the KVS will be able to redress the grievances of all the affected teachers to a substantial extent.
