A three-day Conference of Directors General of Police and Inspectors General of Police begins here from the 3rd November 2004. It will be inaugurated by the Union Home Minister, Shri Shivraj V. Patil. The Prime Minister, Dr. Manmohan Singh will also address the Heads of Police Organisations from the States/Union Territories and also the Central Para-Military Forces. The Intelligence Bureau is organizing the Conference to deliberate on several issues like internal security in the country, terrorism and extremism which has been threatening peace and blocking development.

The main objective of holding this Conference is to provide a forum to the Police leadership in the country to discuss various problems being faced by the police in their day-to-day functioning, work out solutions to such problems by exchange of ideas and sharing of experiences by the senior echelons and thereby, making the police more effective, efficient and people-friendly. Efforts are also made through this forum to devise ways and means for galvanizing the police forces to meet the ever-increasing challenges of terrorism, insurgency, extremism, espionage and other serious problems of law and order. Sharing of ideas and caring for each other’s problems has also helped generate greater bonding and comraderie among the various police forces in the country.

The DGPs/IGPs Conference – the 39th since independence – being held at Vigyan Bhawan. During these three days, the Conference would deliberate issues pertaining to Internal Security Challenges, including the Left Wing Extremism and insurgency in the North East, Disaster Management, and the various facets of Terrorism and its nexus with crime syndicates, gunrunners, currency counterfeiters and Hawala operators. Since the repeal of POTA has caused some concern in the minds of policemen, a panel discussion is also slated to analyse the efficacy of the existing legal provisions for effectively handling terrorism. Some other topical issues like Railway Crimes and the Role of RPF, GRP and State Police, Emerging Challenges to VIP Security, measures to reduce theft of motor vehicles and licencing of weapons, etc. would also be discussed by the Chiefs of Police. In addition, the Conference would also address issues like Application of New Technologies in Investigation, Optimum Utilisation of Police Modernisation Funds, Problems of the CPM deployment in the states and the various facets of Juvenile Neglect and Delinquency.

The Conference is attended by the police top brass drawn from various states, Union Territories and the Central Police Organisations. In tune with the past tradition established by Sardar Vallabhbhai Patel, the first Home Minister of the country, who had inaugurated the first Conference of IGPs of States of independent India on January 12, 1950, the Conference is always inaugurated by the Hon’ble Union Home Minister. The Hon’ble Prime Minister has also always found time, not only to address the delegates at the venue of the Conference but also for an extensive interaction sessions with a select group of DGPs/IGPs. This provides an opportunity to the law enforcing/security agencies for briefing the Prime Minister on some sensitive issues affecting the country. At a special interactive session during the Conference, issues affecting the police are also deliberated in the presence of the Union Home Secretary. The occasion is further utilized by the Intelligence Bureau for enabling its outstanding officers and men to receive the Indian Police Medal for Meritorious Service and the President’s Police Medal for Distinguished Service personally from the Union Home Minister and Prime Minister respectively. The delegates of the Conference also call on the President of India on this occasion.
