works to be prohibited under new mplad guidelines

The Members of Parliament Local Area Development Scheme Guidelines are sought to be revised, in order to remove the shortcomings and make it more effective and useful. The revised guidelines are under preparation and a draft would be ready for circulation and approval. The government was particularly concerned with the mounting of unutilized funds of MPLADS.

Meanwhile, the government has proposed to specifically prohibit certain works under the scheme through the revised guidelines. These include, office buildings, residential buildings, buildings of Central or State governments, Panchayati Raj institutions and other government agencies and organisations; Works involving commercial activities; Repair and maintenance works of any type other than special repairs for restoration/upgradation of any durable asset; Conversion of kuchcha road to pucca road is to be treated as upgradation of durable asset; Giving grants and loans; Assets created with MPLAD funds not to be named after any person; Purchase of movable items except those specifically permitted under the guidelines; Acquisition of land or payment of compensation for any land acquired; Revenue and recurring expenditures and construction of places of religious worship. However, works permissible under the guidelines can be executed outside the boundary/premises of the religious place.

Some of the works that can be taken up under the MPLADS include; tubewells, water tanks, hand pumps, non-motorized water tankers, projects for supply of drinking water etc. under the Drinking Water Facility; Buildings for government educational institutions, government aided institutions, computers for government educational institutions and procurement of furniture such as benches, chairs, almirahs and tables etc. under Education; Projects for lighting of public places and improvement of infrastructure relating to electricity distribution by govt.-agencies under Electricity Facilities; Buildings for hospitals, family welfare centres, public health care centres etc., procurement of equipment for government hospitals, storage refrigerator for Govt. blood-banks, ambulances, mobile dispensaries etc. buildings for creches and Anganwadis under Health and Family Welfare; irrigation facilities, construction of public irrigation facilities, irrigation embankments, lift irrigation projects, desilting of ponds and tanks under Irrigation Facilities; community gobar gas plants, non-conventional energy devices etc. under Non-Conventional Energy Sources; construction of approach roads, link roads, pathways, footpaths, bridges etc. under Roads, Pathways and Bridges; drains and gutters, public toilets, garbage collection and disposal systems etc. under Sanitation and Public health; buildings for sports activities, physical education training etc. and buildings for veterinary centres and shelters for animals etc. and other public facilities like community centres etc.
