Dr. Raghuvansh Prasad Singh, Minister of Rural Development has asked members of parliament from Bihar to be more proactive while participating in the vigilance and monitoring committees, which were recently reconstituted at the district level. While the members of Parliament themselves may monitor progress and point out cases where the work is not being done properly and ensure that the schemes of the Ministry of Rural Development are properly implemented, they may also ensure that these committees are formed at the village level, the Rural Development Minister further added. Dr Raghuvansh Prasad Singh was interacting with the Members of Parliament representing various political parties from Bihar to understand the problems and implementation issues arising in the actual functioning of the vigilance and monitoring committees. Specific problems relating to different regions of Bihar were highlighted by the Members of Parliament.

While appreciating the efforts of the Ministry of Rural Development in convening second such meeting of the MPs within the past one year, the Members present brought out the difficulties faced by them in coordinating and monitoring various developmental activities in their respective constituencies. Seeking guidance and support of the Minister of Rural Development, the MPs desired that developmental work in the state needed to be speeded up to ensure that the benefits of revitalized policies of the Ministry actually benefit the people. Specific issues related to construction of roads and improving connectivity in backward areas were highlighted in the meeting. The rural Development Minister asked the concerned officials in the Ministry to ensure regular field visits to monitor the progress of developmental work and keep the Member of Parliament informed of the matter.

With a view to revitalizing the role and functions of the Vigilance & Monitoring Committees for making them important instruments of effective monitoring of the implementation of the programmes of the Ministry, these Committees at State/Union Territory and District level were reconstituted in October 2004 with Members of Parliament as chairperson. Elected representatives, particularly the Members of Parliament have been assigned a central role in the reconstituted V&M Committees. Detailed guidelines containing the composition, role and functions of these reconstituted Committees as well as instructions for conducting meetings have been circulated.
