The Government of India has set up a Core Group on Reconstruction, Management and monitoring for Tsunami affected areas in the Planning Commission. The Core Group has prepared a comprehensive plan for rehabilitation and reconstruction for the Tsunami affected States/UTs, which includes construction of dwelling units with proper town planning and provision for civic amenities. The complete package will be announced after the recommendations of the Core Group are approved by the Government.

This information was given by the Minister of State for Home, Shri S. Regupathy in written reply to a question in the Rajya Sabha today.

In reply to another question, the Minister said that the Ministry of Home Affairs has not received any information regarding the desired help not reaching the Tsunami victims. The distribution of relief at the ground level is the responsibility of the State Government concerned. Under the Scheme of CRF, the State level Committee headed by Chief Secretary is authorized to decide on all matters connected with financing of the relief expenditure from CRF and is responsible to ensure that the funds from the CRF is actually utilized for the purpose for which it was approved.

The Government of India have approved a special package of Rs.3644.05 crore named as “Rajiv Gandhi Rehabilitation Package for Tsunami affected areas” to provide assistance for immediate relief and response, revival of fishery and agriculture sectors, immediate relief and repair/restoration of infrastructure. This package provides Rs.2347.19 crore to Tamil Nadu, Rs.70.00 crore to Andhra Pradesh, Rs.249.36 crore to Kerala, Rs.155.62 crore to Pondicherry and Rs.821.88 crore to Andaman & Nicobar Islands.
