The Situation Assessment Survey of farmers especially their Indebtedness, held as part of the 59th Round of the National Sample Survey revealed that out of every 100 indebted farmer households, 10 belonged to the scheduled tribes, 18 to the scheduled castes, 44 to other backward classes and the remaining 28 to various other groups. The Survey conducted by the National Sample Survey Organisation of the Ministry of Statistics and Programme Implementation has already stated that a vast majority of the farming community was indebted in the two States i.e. Andhra Pradesh and Tamil Nadu.

In Andhra Pradesh, 11 per cent belonged to the ST, 17 per cent to the SC, 47 per cent to OBC and others 25 per cent while in Tamil Nadu they were 4 per cent ST, 22 per cent SC, 73 per cent OBC and 1 per cent others.

As already stated that 48.6 per cent of farmer households were indebted at the all-India level. The prevalence rate of indebtedness of farmer households in different social groups was 36.3 per cent ST, 50.2 per cent SC, 51.4 per cent OBC and 49.4 per cent others. Thus, excluding farmer households belonging to the schedule tribes, nearly half of the households in all other social groups were indebted. The percentage share of estimated all farmer households in various social groups was 13.3 per cent ST, 17.5 per cent SC, 41.5 per cent OBC and 27.7 per cent others.

The Situation Assessment Survey of farmers was launched for the first time in 2003 as part of the 59th Round of National Sample Survey. Such a type of survey had never been attempted by the NSSO earlier. The objective of this was to assess the state of farming community of India, through the level of living as measured by the consumer expenditure, farm and non-farm business, productive assets, income and indebtedness; their farming practices, preferences and resource availabilities; awareness and access to modern technological developments etc.
