The National Capital Region Planning Board will meet here on 16th May 2005 under the Chairmanship of Shri Ghulam Nabi Azad, Minister for Urban Development and Parliamentary Affairs, who is also the Chairman of the Board. The meeting will be attended by the Union Ministers, the Chief Ministers of all the participating States NCT of Delhi, Haryana, Rajasthan, Uttar Pradesh and Madhya Pradesh, Lt. Governor of Delhi, as well as the officials of the Government.
The Draft Regional Plan 2021, which covers important aspects of development of the National Capital Region, including the social and physical infrastructure was approved by the Board in its last meeting held in October 2004 for notifying it to invite suggestions/objections.
After taking into account objections and suggestions, the Draft Regional Plan 2021, will be placed before the Board for consideration and approval. After approval by the Board, the Regional Plan will be published and notified under Section 13 of the NCR Planning Board Act 1985.
The Regional Plan 2001 was formulated for the National Capital Region in 1989. The plan aims at reducing the pressure of population on Delhi by deflecting population; and providing a unique model for sustainable urban development within a predominantly rural setting and seeks to achieve its objectives through an inter-related policy framework relating to population (re-distribution), settlement systems, regional landuse patterns, environmental factors, economic activities and infrastructural facilities.
The National Capital Region Planning Board has the mandate of preparing a Plan for the development of the National Capital Region and for co-ordinating & monitoring the implementation of such Plan and for evolving harmonised policies for the control of land-uses and development of infrastructure in the region so as to avoid any haphazard development thereof.
The first Master Plan for Delhi, notified in 1962, recognised the need for planning Delhi in its regional context and recommended setting up of a Statutory National Capital Region Planning Board. The Parliament enacted the Planning Board Act in 1985 with the concurrence of the constituent States of Haryana, Rajasthan and Uttar Pradesh (Delhi being only a Union Territory at that time).
The schedule to the Act has defined the region with an area of 33,578 sq. kms. consisting of NCT Delhi (1,483 sq. kms.), Haryana sub-region (13,413 sq. kms.), Rajasthan sub-region (7,829 sq. kms.) and Uttar Pradesh sub-region (10,853 sq. kms.).
