The Forty Second Report of the Commissioner Linguistic Minorities was presented to the Minister for Social Justice and Empowerment, Smt. Meira Kumar by the Commissioner Shri K.K. Sethi, here today. The Report covers the period from July 2003 to June 2004. It gives the latest information about the use of the minority languages in education and administration of various states and action taken for development of these languages. Smt. Meira Kumar said that the Report would be presented to Parliament as soon as possible and the Government will take appropriate action on the recommendations mentioned in it. She said the Forty First Report of the Commission was laid on the table of both Houses of Parliament during the current session. The Social Justice and Empowerment Secretary and other senior officials were present on the occasion.
The Constitution of India has provided many safeguards for the linguistic minorities residing in the various states. Some of the states have, themselves, added to these safeguards. To monitor the implementation of these safeguards, Article 350B of the Constitution stipulates the appointment of Commissioner Linguistic Minorities who submits Annual Reports to the President. His responsibilities also include the monitoring of the three-language formula.
There are 114 languages recognised by Census. Atleast 10,000 people speak each of these languages.
