Dr. Raghuvansh Prasad Singh, Minister of Rural Development has asked members of parliament to be more proactive while participating in the vigilance and monitoring committees, which were recently reconstituted at the district level. While the members of Parliament themselves may monitor progress and point out cases where the work is not being done properly and ensure that the schemes of the Ministry of Rural Development are properly implemented, they may also ensure that these committees are formed at the village level, the Rural Development Minister further added. Dr Raghuvansh Prasad Singh was interacting with the Members of Parliament from the North Eastern Region to understand the problems and implementation issues arising in the actual functioning of the vigilance and monitoring committees.

The implementation issues as brought out by the MP’s were replied to by the Rural Development Minister and in many cases on the spot answers, solutions and directions were also given by him. Pointing out that one of the focal areas is to have rural connectivity in the hilly and remote areas, the Rural Development Minister also clarified many of the doubts of the MP’s present. The members present agreed to be more vigilant in ensuring that the developmental work in North Eastern Region progresses at a faster pace to ensure that the benefits reach the most backward districts, villages and hilly areas.

With a view to revitalizing the role and functions of the Vigilance & Monitoring Committees for making them important instruments of effective monitoring of the implementation of the programmes of the Ministry, these Committees at State/Union Territory and District level were reconstituted in October 2004 with Members of Parliament as chairperson. Elected representatives, particularly the Members of Parliament have been assigned a central role in the reconstituted V&M Committees. Detailed guidelines containing the composition, role and functions of these reconstituted Committees as well as instructions for conducting meetings have been circulated.
