A proposal for transfer of subject of sports from the State List to the Concurrent List of the Constitution of India was initiated by the Ministry of Youth Affairs and Sports in 1988. A Constitution (61st Amendment) Bill was introduced in the Rajya Sabha in November, 1988, and is still pending there.
The State Governments were consulted on the proposal. A large number of States had agreed to the proposed transfer of the subject of Sports from the State List to the Concurrent List of the Constitution of India. However, this issue was also discussed in the Conference of Sports Ministers and State Secretaries held on 16.02.2005 in New Delhi where it was indicated by the representatives of State Governments hat they would take a view on the subject and send their written communication in this regard.
This information was given by the Union Minister for Youth Affairs and Sports, Shri Sunil Dutt in a written reply in the Rajya Sabha today.
