Major Decisions and Initiatives


PARLIAMENTARY AFFAIRS



The UPA Government completes one year on May 21, 2005. During this period, the Government has taken several important initiatives. Some of these are being brought out in the series ‘Major Decisions and Initiatives’.

The Ministry of Parliamentary Affairs had drawn up an 18-point Action Plan of new initiatives during the year 2004-05.

The Client’s Charter of the Ministry of Parliamentary Affairs has been brought out in 2005. A Citizen’s Charter is a document listing the services provided by the organisation to its clients, along with the standard of service delivery, grievance redressal mechanism etc. The clients of the Ministry of Parliamentary Affairs are the various Ministries/Departments of the Government of India, on the one hand, and the Parliament, on the other.

The 13th All India Whips Conference was organised in Hyderabad during 4-6 February, 2005, after a gap of about 7 years.

A comprehensive Manual on Handling Parliament Work in the Ministries was brought out in the year 1973. A revised edition has been brought out in 2004. It has also been put on the website of the Ministry (http://mpa.gov.in). The Ministry is also in the process of preparing an interactive learning package of the Manual.

A Handbook was brought out in 2004, incorporating check-lists, decisions, standard letter formats, data-bases etc. in relation to the various items of work handled by the Ministry.

A new edition of the Brochure titled ‘Brochure on Transaction of Business in Parliament’, during 2005, which contains the rules, procedures and established conventions was brought out.

The Ministry of Parliamentary Affairs has started organising sports events for Members of Parliament during Parliament sessions. During the year, three such events were organised. The media covering Parliament also participated in these events.

One of the most spectacular achievements of our country is undoubtedly the establishment of a vibrant democracy. The Ministry has been conducting a scheme of Youth Parliament in educational institutions in order to strengthen democracy by creating awareness about the system among the younger generation. A tableau highlighting this achievement was presented in the Republic Day Parade, 2005.
