As per the sample survey conducted by the National Sample Survey Organisation (NSSO) during 1999-2000, out of about 39.6 crore workers, nearly, 36.9 crore workers are engaged in unorganised sector.
The Government propose to regulate the employment and condition of services of these workers and to provide for their safety, social security, health, welfare, etc. through a comprehensive legislation, namely, the "Unorganised Sector Workers Bill, 2004.
The proposal is at the stage of consultation with social partners i.e. trade unions, employers organizations, State Governments and Non-Governmental Organisations. The exact time frame for enactment of the legislation can not be indicated at this stage.
This was stated by the labour and Employment Minister, Shri K. Chandrasekhar Rao in a written reply in the Rajya Sabha today.
