restructured central sector scheme for assistance to ncdc program

The Cabinet Committee on Economic Affairs (CCEA) today gave its approval for the continuation of the on-going components of the scheme viz. (i) Assistance to cooperative marketing, processing, storage etc. programmes in Cooperatively Under-developed States/UTs., (ii) Share Capital Participation in Growers’ Cooperative Spinning Mills; and (iii) Integrated Cooperative Development Projects, a Central Sector Scheme, which are being merged and formulated as a restructured Central Sector Scheme for “Assistance to NCDC Programmes for Development of Cooperatives”.

CCEA also approved implementation of the component on assistance to national Cooperative Federations by the Deptt. of Agriculture & Cooperation and the restoration of grants to the four excluded National Level Federations namely National Federation of Urban Cooperative Banks (NAFCUB); All India Federation of Cooperative Spinning Mills (AIFCOSPIN); National Federation of State Cooperative Banks (NAFSCOB) and National Cooperative Agriculture & Rural Development Banks Federation (NCARDBF). Approval was also given for including the handloom/powerloom weavers under the component of “share Capital Participation in Growers Cooperative Spinning Mills” by renaming the component as “Share Capital Participation in Growers’/Weavers’ Cooperative Spinning Mills”.

The Scheme will be implemented during the Xth Five Year Plan with an outlay of Rs.240.24 crore in the form of grants (subsidy).

The Schemes aims at promoting and strengthening cooperative marketing structure, diversification of activities; capacity building of cooperatives to undertake value addition; built up cooperative storage/cold storage facilities; undertake business operations and improving activities in the allied areas like dairy, poultry, handloom, sericulture, spinning, weaving, processing and rehabilitation of sick processing.
